Preparatory Mission for the Implementation of the Regional
As a prelude to the implementation of the Regional Energy Compact, a mission of Experts from the Millennium Challenge Corporation (MCC) and Tetratech-Ingénieur Conseil, led by Mr. Ronnie MURPHY, Project Manager, visited Côte d’Ivoire from November 3 to 12, 2024. The purpose of this important visit was to present the main milestones and work streams for the successful pre-implementation of the Compact, and to prepare for the transition to the entity responsible for bringing the Compact into force, scheduled for August 2026, i.e. 18 to 24 calendar months according to plan.
This mission comes after the approval of the Regional Energy Compact by the MCC Board of Directors on September 18, 2024, and the signing of the amendment to the Compact Development Funding (CDF) on Friday October 25, 2024 in Washington DC, between Ivorian and American authorities.
According to Mr. Ronnie MURPHY, Project Manager at Tetratech, the aim of the mission was to present the work plan for the three components of the Compact:
– Component (1) support for the activities of players in the ECOWAS regional electricity market;
– Component (2) modernization of the power grid in Côte d’Ivoire;
– Component (3) support for Côte d’Ivoire’s regional electricity market.
Secondly, to propose the structure and draw up the priority terms of reference in order to better refine the objectives, tasks and deliverables. Secondly, to define the role of the CFPCR-MCC Technical Coordination Unit in the execution of key activities during the implementation period. Lastly, to collect the documents needed for exchanges, consultations and scoping meetings with local energy sector players to update the data.
In addition, Mr. Ronnie MURPHY concluded his introductory presentation by pointing out that, to increase the efficiency and effectiveness of operations and interactions, the MCC plans to strengthen the capacities of the Technical Coordination Unit in its integrated project management missions, with the support of Consultants to be recruited for this purpose.
