Côte d’Ivoire and the United States sign a regional compact worth $322.5 million
At the Prime Minister’s Auditorium in Abidjan-Plateau
The Prime Minister, Minister of Sports and Living Environment, Dr. Robert Beugré Mambé, presided over the signing ceremony on September 16, 2025, for the Regional Energy Compact between Côte d’Ivoire and the United States of America, worth $322.5 million, including $300 million (168 billion CFA francs) in US grants and $22.5 million in contributions from Côte d’Ivoire. This agreement was initialled by Mr. Jason Small, Vice President of Operations at the MCC, and signed by Mr. Adama Coulibaly, Minister of Finance and Budget, in the presence of the Ambassador of the United States of America to Côte d’Ivoire, Ms. Jessica Davis Ba, and the Minister of Mines, Petroleum, and Energy, Mr. Mamadou Sangafowa Coulibaly.
This partnership with the Millennium Challenge Corporation (MCC) is a structuring project that strengthens Côte d’Ivoire’s status as an energy hub and aims to provide reliable, low-cost electricity to people and businesses in Côte d’Ivoire and the West African sub-region.
In addition, the modernization of the Ivorian electricity grid, which is included in this Regional Compact, will open up new commercial and industrial opportunities for American and Ivorian companies, particularly in the energy, manufacturing, technology, and logistics sectors, which depend on a stable power supply to operate.
The Ambassador emphasized that this Regional Energy Compact is the first partnership of this level under the MCC that the US has entered into under the new Trump Administration.
For his part, the Minister of Mines, Petroleum, and Energy, after noting the significant needs of the electricity sector, requested further support from the US Government in the energy field.
In his speech, the Prime Minister praised the quality and dynamism of the relationship between Côte d’Ivoire and the United States, describing it as “a relationship built on trust, nourished by rigor and consolidated by concrete results on projects that benefit our country.”
