The CFPCR comprises the three bodies listed above:
The Steering Committee is the CFPCR’s decision-making body. Its mission is to define the CFPCR’s strategic orientations and oversee the formulation of the Compact. As such, it :
- Provides the necessary guidelines for the smooth running of the Compact formulation process
- Validates the work plan of the technical formulation team, including methodology, collection tools and work schedule
- Validates the projects identified within the framework of the Compact.
- Provides all administrative support required for the successful completion of the Compact formulation process
- Validates documents and reports produced as part of the Compact formulation process
- Validates the operating budget of the Technical Formulation Unit
The Steering Committee is chaired by the Minister of Mines, Petroleum and Energy. It also includes the Minister of Finance and Budget, acting as Vice-Chairman, and the Minister of the Economy, Planning and Development.
The Working Group is the technical and strategic body of the CFPCR. It assists the Steering Committee in carrying out its missions. As such, it :
- Ensures implementation of the Steering Committee’s decisions
- Issues recommendations for the proper formulation of projects for the Compact
- Supports and monitors the formulation of Compact projects.
- Controls and monitors general strategy
- Organizes periodic inter-ministerial meetings
- Acts as secretariat for the Steering Committee
The Working Group comprises a representative of the Ministry of Mines, Petroleum and Energy, a representative of the Ministry of Finance and Budget, and a representative of the Ministry of the Economy, Planning and Development. It is chaired by the representative of the Ministry of Mines, Petroleum and Energy.
The Technical Formulation Unit is the body responsible for implementing and coordinating activities relating to the formulation of the Compact. It is headed by a National Coordinator supported by a team of eleven experts, and is responsible for :
- Proposing a roadmap to the Steering Committee
- Manage the entire Compact formulation process on behalf of the Government, including guiding the preliminary analysis and assessment of constraints to economic growth.
- Identify projects in line with MCC’s investment criteria and other requirements that are likely to promote poverty reduction and stimulate economic growth.
- Ensure that activities are carried out according to schedule
- Actively involve key political players, private sector leaders, civil society organizations and international donors throughout the Compact development process, and embody a distinguished public representation of the Government’s commitment to the Compact process.
- Plan and oversee ad hoc visits by MCC staff and senior executives
- Report on progress to the Steering Committee.
- Ensure the mobilization of the necessary funding for the formulation of the Compact
- Act as the Working Group’s secretariat
